In order to realize quadrupled GDP by 2020, China is confronted against huge pressure in aspects of resources and environment, so energy utilization ratio should be urgently improved. The investment budget to environment protection in China’s “eleventh five-year” plan accounts to RMB 1.375 trillion, i.e. 1.6% of GDP. This is fundamentally good for environment-protection and energy-conservation industry development; at the same time the unit GPD energy consumption in 2010 is required to be lower by 20% than that of 2005, and total amount of major pollutant discharge is supposed to fall by 10%. In addition to vigorously promoting energy-conservation and emission-reduction technology and trying every effort to improve resource utilization efficiency, a large number of CDM programs should be developed for this purpose.
